Recent two years witnessed the increasingly development of China's animation industry, but its quality is uneven. From the supply side point of view, the wrong positioning of the animation consumer groups makes the animation creators target at the "low-age children" and the animation industry seems to become the "black hole" of the capital market. And some animation enterprises remain perfunctory in the production of national animation projects, but actually do not meet the due quality and public demands. At present, the "The Belt and Road" -driven animations advocated by Chinese government is a major opportunity for many creative talents. Therefore, this paper attempts to explore the production of "the Belt and Road"-driven animation projects with crowdsourcing model. This work mainly carries out investigations through Delphi method.
