Portland, Oregon has built a reputation as “America’s Bicycle Capital”(Figure 14.1) on a foundation of forward thinking planning laid by bicycle plans in 1973, 1996 and 2010. With 319 miles of bikeways and counting, the League of American Bicyclists awarded Portland platinum status as a Bicycle Friendly Community in 2008, and Bicycling Magazine has named Portland the most bike-friendly city in the US several times over (despite a brief fall to# 2 behind Minneapolis in 2010). The City of Portland’s ambitious Portland Bicycle Plan 2030 seeks to increase ridership and expand the network of planned bikeways to 962 miles. This is supported through substantial community engagement and outreach activities and a network of cycling shops, community cycling centers, popular blog coverage, and bicycle advocacy groups.
