As you may know, Resources for the Future (RFF) is a nonprofit and nonpartisan organization that conducts independent research—rooted primarily in economics and other social sciences—on environmental, energy, and natural resource policy issues. RFF neither lobbies nor takes positions on specific regulatory proposals, although individual researchers are encouraged to express their unique opinions—which may differ from those of other RFF experts, officers, and directors. All RFF research is available online, for free.

We are pleased to enclose two sets of comments. In the first set we focus on the discussion of opportunity costs in Chapter 4 and the rebound effect in Chapter 10. We make these comments jointly with Kenneth Gillingham of Yale University. The main comments and recommendations are as follows:
