This thesis puts forward a theory where planning is viewed as an imaginative generating-and-testing of mental representations. The planning of action requires mental representations of goals, situations, and actions. Planning involves proposing and evaluating such representations and perhaps assenting to some of these proposals--before acting. The proposing and evaluation is performed as an internal generating-and-testing in one''s imagination.
