Taken separately, sovereignty and environment in the European Union (EU) have spawned innumerable scholarly works. From the 1950s onward, the" uniting of Europe" has put sovereignty issues high on the political and academic agendas, making European integration literature a hotbed of speculation on the fate of sovereignty in a wider context. More recently, environmental interdependence and the growth of an EU environmental policy have served to nourish another burgeoning literature concerned principally with environmental policy integration. However, despite a growing body of literature in international relations dealing with the mutual influences of sovereignty and environment, to date very few studies have explicitly examined this connection in what would seem to be the most natural of cases, the European Union. 1 The confluence of the continuing problematization of sovereignty and innovative …
