Now-a-days everybody wants to use computer based learning as a mode of knowledge gathering, both in formal (acquiring degrees) and informal ways, ie via Information and Communication Technology (ICT). One of the most effective applications of ICT is the electronics learning or e-Learning. Considering the importance and need of e-Learning, in last decades a drastic change of learning methodologies has taken place in connection to Higher Education. Regularly different important e-documents are being transferred among different users for smooth operation of e-learning system. As everything is being communicated using ICT and accessible to all, there are always different risks from attacker to alter the e-content intentionally or unintentionally. So for e-learning systems to function properly, different kind of rights control are required to protect digital-contents or e-content like class notes, lecture (Audio file. mp3/mp4, etc or video file. wma/. avi, etc) and diagrams. We will be generating a new security-model on the Right Expressions Languages (RELs) like Digital Property Rights Language (DPRL), eXtensible Rights Mark-up Language (XrML), etc. to protect e-content as well as e-Learning security. We will try stressing on Access control by implementations of e-Learning Digital Right Management (EDRM) technology at the time of e-content transactions.
