When people make decisions based on a description of the incentive structure, they initially tend to exhibit oversensitivity to rare events (Kahneman & Tversky, 1979). Yet, experience reverses this initially tendency and leads people to behave as if they believe that" it won't happen to me"(Barron & Erev, 2003). This pattern is known as the" description-experience gap"(Hertwig & Erev, 2009).
