Nearly three decades after Mao's death and more than fifteen years after the Tiananmen uprising, China is still a Leninist Party-state. In fact, one might well argue that the prospects for fundamental political transformation look less promising today than they did in the 1980s when leaders like Hu Yaobang and Zhao Ziyang spearheaded serious, if short-lived, efforts at political reform. 1 But while political progress appearsto have stalled, the Chinese economy continues to demonstrate impressive growth.
