The Authors argue that the successful economic and political development of Hungary and Poland in the 1990s, in part, is due to their relatively favorable "communist legacy" including the continuous existence of their nations and states, their fair legacies of economic and political freedom; and the relatively modest distortions of their economies. In contrast to these similarities of the background, it is mainly the differences of this countries' strategic choices and commitments after the collapse of communism, which explain the divergence of their development paths. In the authors' view Hungarian capitalism can be called "foreign-led" in the sense that most leading industries and services are oriented towards, and dependent on, foreign markets and finance, and are operated by foreign owners, typically multinational firms and banks.
