In an aspect of the disclosure, a method, a computer pro gram product, and an apparatus are provided. The apparatus may be an intermediate gateway. The intermediate gateway may receive a first Internet protocol (IP) packet of a first data flow for transmission to a device, determine a first quality of a cellular communication linkestablished with the device and a second quality of at least one local area communication link established with the device, attach a header to the first IP packet when the second quality is closer to a quality require ment of the first IP packet than the first quality, the header being used to tunnel the first IP packet to the device via the at least one local area communication link, and transmit the first IP packet to the device via the at least one local area commu nication link based on at least the first and second qualities.
