Ellicott City, Maryland, was devastated by two rare flash floods in 2016 and 2018. A phenomenological study was conducted two years after the floods. Its purpose was to gain a deeper understanding for the experiences of flood victims during, immediately after, and years after the flash floods as well as the communitys impact on the flood victims. Nineteen flood victims from Ellicott City were conducted. Four essential themes were identified based on the experiences of flood victims during, immediately after, and years after the flood (s):(1) grief/loss,(2) fear/concern,(3) confusion/anger often in regard to continued urban development, and (4) feelings of powerlessness/attempt to seek control.
