This paper considers whether 'place-shaping', as defined by the Lyons Inquiry, represents a change in rationale for urban regeneration. It argues that 'place-shaping' should be understood within the context of recent developments and evidence in urban policy. What is new is evidence about the functional economy, which allows the possibility of a single narrative of 'place' across the neighbourhood, the municipality and the functional economy. It also enables inclusion and competitive agendas to become more integrated, with different solutions in different places. The danger to avoid is for 'place-shaping' to become identified with systems to implement collaborative arrangements in a standardised way between local authorities.
