Device-to-Device (D2D) is the new paradigm in the wireless networking space and is a prospective future enabler for 5G networks. There are numerous technologies researching and developing to achieve D2D communication efficiently. Third generation partnership program (3GPP) has introduced the Long Term Evolution (LTE) based Proximity services (ProSe) in Release 12 and 13 to achieve D2D communication. Data offloading in LTE was the primarily focus for introducing ProSe; however, it can be extended to various use cases involving two or more devices to communicate in proximity to each other with the advantage of using the LTE resources. In this work, we propose a framework design for LTE based ProSe for out-of-coverage scenario as defined by 3GPP.
