Monitoring and maintaining a system of degradable infrastructure facilities imposes considerable costs on transportation agencies. To find the optimal timing and type of maintenance, rehabilitation, and reconstruction (MR&R) activities, Markovian models have been widely used, usually under the assumptions of fixed inspection schedule and error-free measurements. For a system of infrastructure facilities, identifying facility-specific MR&R activities is challenging and has garnered attention only recently. This paper presents a unifying framework that seeks the optimal spatial and temporal distributions of inspection and MR&R (IMR&R) decisions for a system of infrastructure facilities in the presence of measurement uncertainty.
