This chapter provides some insight into the ways in which Information and Communication Technologies (ICTs) are understood by practitioners and researchers working in higher education institutions in South Africa, in general, and how ICTs are understood in relation to change, in particular. These interpretations are located within policies, practices and structures that nationally and institutionally frame the work, both explicitly and implicitly. The chapter also briefly highlights some key issues that are at present dominant in the field. 1 Running through the chapter are observations of unevenness, emergence and growth.
