This article presents results of the in depth interviews with seventy three respondents during
complex organizational diagnosis in nine Siberian small businesses. The article analyzes
the hypothesis of pathological lack of national administrative culture constraining the growth
and development of enterprises: lack of vision of the future and goal setting; vague ideas of

This article presents results of the in depth interviews with seventy three respondents during complex organizational diagnosis in nine Siberian small businesses. The article analyzes the hypothesis of pathological lack of national administrative culture constraining the growth and development of enterprises: lack of vision of the future and goal setting; vague ideas of “growth diseases” in organizational life cycle and “Founder’s Trap”; lack of desire for organizational changes on the part of owners. All the companies presented a set of symptoms typical for an organizations suffering from Founder’s Trap syndrome in accordance with the model, developed by Ichak Adizes. Lack of HR Politics is considered to be the main problem by respondents. After creation of “a tree of problems” using pairwise comparison matrices of their cause and effect relationships managers have found the “root problems” in their companies. The first set of problems includes lack of strategic management (vision of the future) and conflicts between the owners.
