Abstract
This paper addresses how to improve project and program governance through improving process and infrastructure, resources and stakeholders, organization and culture, and leadership and decision making. A brief overview of the theoretical background of these four governance capabilities is presented. The research approach is described along with three case studies from local government entities in the UAE have been analyzed. The data collected revealed that there is a gap in project/program governance implementation within the chosen organizations for this study. The paper suggested some approaches to improve the four capabilities that can contribute to creating and enhancing the current governance structure utilized across the organizations for achieving better project execution and program benefit outcomes.
