We propose a virtual-DBA architecture enabling true PON multi-tenancy, giving Virtual
Network Operators full control over capacity assignment algorithms. We achieve
virtualization enabling efficient capacity sharing without increasing scheduling delay
compared to traditional (non-virtualized) PONs.
