This Briefing Paper takes a look at an entirely new set of data on research resources in sub-
Saharan Africa. It uses the data to provide a quantitative overview of agricultural research
development from 1961 to 1991. Basic trends in the amount, composition, and institutional
deployment of resources are identified. Finally, some policy aspects emerging from the
analysis are highlighted.
