While the former creates a basis for confrontational policy, the latter encourages trust and confidence, and signals a policy of cooperation. 1 Viewed through an'insecurity'prism, Bangladesh has long been depicted by India as a source of illegal migration, terrorists' safe haven, and a neighbour which keeps the badly needed transit facilities hostage to water sharing issues.'Dhaka has also blamed India for exacerbating its security concerns by covertly supporting ethnic insurgent group Shanti Bahini, unilaterally withdrawing transboundary waters, and taking no visible steps to stop the killing of unarmed civilians by the Border Security Force (BSF). 3The tone of accusation and counter-accusation has been softened by a series of highest level interactions: Bangladesh Prime Minister Sheikh Hasina's Delhi visit in January 2010, Indian Prime Minister Monmohan Singh's Dhaka visit in September 2011, and Narendra Modi's Dhaka visit in June 2015. 4 These highest level visits have produced more than three dozen agreements creating the possibility for bilateral cooperation on security and economic matters.
