This study attempted to identify forces that cause secondary school teachers' emphasis on
measuring low level cognitive behaviors on their classroom tests. The primary questions
addressed were (a) What factors influence teachers as they construct tests?,(b) Do teachers
feel that it is important to measure high level cognitive behaviors on their tests?, and (c) Do
teachers understand the level of cognitive behaviors required by test items?
