The transfer efficiency in a three-level system in the field of counterintuitive pulses when the
frequency of the first pulse is close to the frequency of the transition between empty levels
has been derived for the Landau-Zener model. The obtained results are valid both in the
case of two-photon resonance and the case when two-photon resonance is not maintained.
