This research aims to explain about Indonesia’ s sphere of influence strategy in promoting democracy to extend its influence and become the emerging power in region. This research uses qualitative method approach. This research uses country as analysis unit where Indonesia is an analysis unit and Bali Dmeocracy Forum is an explanation unit. This research uses sphere of influence theory and enmeshing strategy to analyze it. This research has discovered that Indonesia implemented effective strategy to extend its influence and become the emerging power. By initiating Bali Democracy Forum, Indonesia has implemented the enmeshing strategy.
