Organizations within the utility industry have come to consider technology roadmaps (TRM) a core component within the “system of systems” required for effective management of technology research and development investments. TRM development process descriptions found in academia and industry publications reveal an array of high-level guidelines for envisioning and implementing roadmap projects as well as some process descriptions tailored to the needs of particular organizations. Building on this, the Bonneville Power Administration (BPA)—a federal wholesale electric utility in the Pacific Northwest United States—has developed a robust and comprehensive framework with processes, tools, and templates that reflect lessons-learned applicable within and beyond the utility sector. This framework also applies experience within the energy sector and adopts the Input-Process-Outcome (IPO) model and related project management best practices. It combines internal and external expert input, proactive quality control, and standardized templates within eleven sequential implementation steps to produce a deliverable in less than a year.
