The proliferation of wireless mobile networks has led to increase demand for providing bandwidth guarantees to mobile users that are comparable to those received by users in the fixed networks. “The constant growth of mobile users poses challenges on how to fairly and optimally distribute the limited bandwidth among the connections of different classes. The purpose of this study is to develop a Genetic Algorithm (GA) that provides a dynamic bandwidth allocation scheme in order to maximize the Quality of Service (QoS)”. In this study we will propose the Heuristic algorithm for cellular IP network, so that it can maintain the bandwidth scheme for transmission of signals and the field coverage. One of the critical issues of today’s world is to ensure the QoS requirement at an acceptable level and GA can serve as one of the heuristic optimization tools that can be able to find the solution of this problem effectively. In the proposed research scheme the algorithm will tries to find any free bandwidth available within the same cell or in the nearby cell. If it fails to do so, then it will search the bandwidth that is reserve for non-real time users and fixed the requirement for completing the call.
