Designing effective water policy in developing countries is challenging for many reasons,
including limited capacity to formulate and implement policy. This paper examines major
water policy reforms in two exemplary cases, Malaysia and the Metro Manila region of the
Philippines, considering the quality of regulatory design and how this relates to policy
capacity. The paper identifies ways in which policy design can anticipate challenges
associated with capacity limitations.
