Community-driven development (Community Based Development) theoretically considered one of the most effective development model in the current democratic era, because this development model is based on the potential and conditions of the local community. Community development program which is based on the potential and the community will get support and optimal community participation as appropriate to their needs.

The importance of economic empowerment model of a fishing community in the southern coastal region of Trenggalek, through diversification of catching fish processing businesses in the region, given the enormous potential of the other results of the southern ocean in Trenggalek. But there are still a lot of poverty around the coastal wilaya in the region Trenggalek. So it is necessary to develop a communitybased empowerment pattern, which allows it to be applied in other coastal areas in the South East Java.
