A joint user clustering and subcarrier allocation scheme for downlink non-orthogonal
multiple access (NOMA) systems is examined in this paper. We propose the scheme for
downlink NOMA systems which maximizes the achievable diversity order. The closed-form
expression of the outage probability of the worst-performance user in the worst case is
derived and validated by simulations. Numerical results show that the proposed scheme can
achieve the same diversity order as the exhaustive searching scheme.
