The main purpose of this research is to examine the problem of the inadequate supply of petroleum 1 and petroleum products 2 (herein jointly described as ‘petroleum resources’), for domestic consumption in Nigeria, and to consider the extent to which a new legislative approach could help to rectify the problem. 3 The research will recommend the development of a legislative framework which aims to promote access to petroleum resources, primarily for domestic consumption. This framework involves amending the Petroleum Act 1969 to include a provision directing the Government to guarantee access to petroleum resources for domestic consumption as of right. The approach will also involve imposing other obligations upon other parties, namely, the Government, National oil company (the Nigerian National Petroleum Corporation,(‘NNPC’), and the International Oil Companies (IOCs). NNPC and the Nigerian Gas Company-one of its departments will be charged with the primary responsibility for distributing petroleum products (including LPG) within Nigeria.
