The first studies on the stability of steady motions were carried out by Routh~ 1.2~. Routh's
method is based on his fundamental theorem [Z], which was considerably supplemented by
Liapunov [3]. The stability of steady motions can also be studied on the basis of the
Liapunov stability theorem [4]; the latter involves cons~ ucting the Liapunov function from the
