Seeing does not consist in the activation of neural structures (even though it causally depends upon such activation). A further consequence of this approach to seeing and visual experience—seeing is something individuals do, not something that takes place inside them—is that it allows us to develop a new framework for thinking about the qualitative character of experience. One of the chief advantages of this new framework, we argue, is that it enables one to overcome the problem of the explanatory gap (Levine 1983). In sections 2–4, we lay out the basic approach. In sections 5–6, we explore the implications of this approach for problems in visual neuroscience.
