As a counter-terrorism practice, high value targeting (HVT) has routinely been
misunderstood and mischaracterised. This article examines five fallacies associated with the
discourse and argues that, given the kinetic and inspirational momentum of the Islamic State
of Iraq and Greater Syria (ISIS), HVT must remain an integral part of an overall counter-
terrorism strategy together with initiatives against extremist narratives.
