This review explores US Department of Defense cyber posture since 2011, detailing the
evolution of US defense cyber strategy and cyber capabilities. It discusses deterrence,
norms, and escalation--both in context of US cyber posture and drawing on academic
research on these strategic concepts. Finally, it concludes with recommendations for the US
