Abstract
Democracy and its contemporary crisis is a favorite subject of political science in our time. The idea of​​ democracy as a way of life has been profoundly challenged by the dissatisfaction it generates in some sectors of society its exclusion in the definition of public policies and low participation in decision making, a fundamental principle of democracy. In some developed societies their difficulties are more related to the deepening of civil rights, while in developing countries, expectations revolve around deepening of democracy itself. In Venezuela‘s 1999 constitutional change brought about by the incorporation of the participation as a condition of democracy, which has generated not only a transformation of the institutional framework but also a change of social behavior around the political, that has not been without of criticism and controversy.
