Brunei Darussalam has an education system that consistently strives to be responsive to the needs of all students regardless of ability or background. The National Education Policy was an early milestone that was introduced in 1992 to ensure education for all by providing quality education to students with special needs as well as students from diverse backgrounds (Ministry of Education, 1992). This continues to be the main priority in the more recent Strategic Plan 2018–2022 which focuses on ensuring access to quality education for all students. In this globalised world, an international declaration towards inclusive education is an ideal commitment which sets a goal and provides hope and an impetus for transformation. Throughout the period of these educational reforms, change has come slowly, but the foundation has provided the framework to develop an education system that would include all children including those with special needs. This chapter describes the key milestones in the development and growth of inclusive education in Brunei Darussalam: national policies which highlighted inclusive education as a prioritised educational agenda in line with international declarations towards inclusion; the establishment of a Special Education Unit in 1994 to oversee the implementation of inclusive education in mainstream school settings and the training of Learning Assistant Teachers to support students with special needs in schools; and, importantly, the reform of teacher education to ensure the provision of qualified teachers to support students with special needs. The chapter concludes with some thoughts on inclusive education in Brunei Darussalam in relation to the nationwide initiatives and collaborative efforts to uphold inclusive education practices at regional and international levels.
