In this chapter we will present examples of how the tourism industry in Norway has adapted
to climate change and discuss different ways to strengthen adaptive measures. In doing so it

In this chapter we will present examples of how the tourism industry in Norway has adapted to climate change and discuss different ways to strengthen adaptive measures. In doing so it is important to differ between primary and secondary climate change effects on tourism (Richardson & Loomis, 2003). As illustrated in Figure 14.1, the effects on tourism may be primary such as effects of changes in temperature on travel patterns. Tourism may also experience secondary effects due to changes in nature conditions, which in turn are triggered by climatic changes. In addition to the direct and secondary effects, tourism may also experience tertiary effects: that is effects of greenhouse gas (GHG) mitigation policies (Dubois & Ceron, 2003). GHG mitigation policies such as energy taxes and car use restrictions in city centres may have substantial effects on tourism, and hence should lead to adaptive measures. All together we should therefore differ between three dimensions of climate change adaptation in the case of tourism: adaptation to climatic changes in itself, adaptation to changes in nature conditions due to climatic changes, and adaptation to GHG mitigation policies. We will present examples of all three dimensions. But first we will give a more general introduction to the issue of climate change and effects on tourism.
